I'd agree with your statements about the effect of going bed late and getting up late on mid day performances. In general the time you go to bed would have no effetc on your training in general as long as you get enough sleep and you sleep paterns are consistent - although you would be restricted in terms of access to facilities.
The way I look at it is that different athletes are livning in different time zones and will all be going sleep at different times when compared to athletes in different time zones. For examplke athletes living on the other side of the planet will be going to bed at 4am in the morning when if you think of it in terms of our time zones. If the Olympics is held in a time zone that is several hours behind ours then going to bed 2am would be to my advantage!
Tom what are your views on the use of sports institutes to develop athletes? I think they have great potential as long as they are not set in a booze culture/poser environment. Look at the success sports institutes have had in Austrilia and Morocco. Seb and Paula did a great deal of work with physiologist and sports science support teams. When your trying to work towards perfect preparation it is areas such as sport science support where you will get that little bit of an edge over athletes who dont use sports science support.
In terms of sports provision do you that labour have much things forward during there 2 terms in power or do you think that they have basically copied what the Conservatives started off and made a few adjustments just so they could say that they were their own ideas?!
Maybe the a future question should be will British Athletics ever dominate while labour are in power?
Tom do you ever have a play on the stock market? If so do you have any tips about the future of the FTSE 100?
